The European Defence Agency (EDA) and its 27 national defence ministries agreed on a revised set of Capability Development Plan (CDP) priorities for the EU on 28 June, with new emphasis on counter-hybrid, ground combat and underwater “resilience at sea” capabilities. In contrast to previous CDPs, the new one takes into account Europe’s entire spectrum of military capability developments to better pinpoint possibilities for co-operation between the EDA countries.
The new approach should lead to “a more coherent set of deployable, interoperable, sustainable capabilities and forces”, said EDA chief executive Jorge Domecq in a statement announcing the decision.
CDPs lay down the long-term capability and research and development (R&D) benchmarks for national ministries, their militaries and industry.
