The Iranian Ministry of Defence held a ceremony at the production facility for the Toufan (or Toofan) to unveil the new vehicle. Five completed Toufans were seen in the Iranian media coverage of the event and at least eight more were seen on the production line. The Fars News Agency reported that the vehicles would be delivered to the Islamic Revolution Guards Corp (IRGC) Ground Force and the police.
Minister of Defence Amir Hatami said similar vehicles cost around USD500,000 on the international market but Iran is able to produce the Toufan at a much lower cost.
